HARRISBURG -- Gov. Ed Rendell today proposed a $28.3 billion state budget that increases spending by 4.2 percent and does not raise general state tax rates.
As part of a broader effort to boost the state economy, the spending plan calls for a one-time $400 rebate for 475,000 low-income Pennsylvanians who currently do not pay the state income tax.

Rendell's budget, if approved by the Legislature, calls for $500 million in additional spending on public education. The K-12 portion of that increase, $291 million, represents six percent more in spending.
