...The United States Commission on National Security/21st Century, also know as the Hart-Rudman Commission, was chartered to review in a comprehensive way U.S. national security requirements for the next century. It began in Phase I by describing the future security environment this nation should anticipate, and in Phase II it delineated a strategy to address that future—to cope with the challenges and seize the opportunities that will constantly confront this great nation. Phase III was focused on changes to the national security apparatus, its structures and process, with an aim toward redesigning it as necessary to succeed in the security environment that lies ahead.

The Commission anticipated that it could not make credible recommendations to improve the national security apparatus without first understanding how that apparatus functioned. This document, Road Map for National Security: Addendum on Structure and Process Analyses, provides a thorough description of this country's national security organizations and processes as they existed in mid-2000.

Before institutional redesigns could occur, or before road maps could be constructed to get the national security apparatus headed in the appropriate direction, the Commission needed to understand how the government was structured and how it went about the business of national security. The seven volumes contained in the Addendum analyze key organizations and processes throughout the Federal government, to include the interagency and inter-branch levels. This Addendum provided a "baseline" of the national security apparatus, and was completed in draft form by the summer of 2000 as the Commission's main Phase III effort began in earnest. It thus laid much of the groundwork for Phase III. The first volume was updated and reedited in February and March 2001. The other volumes remain as originally written.To our knowledge no product has been previously produced that describes the national security structures and processes of the U.S. government in such detail. It should be useful to researchers and professionals seeking a detailed analysis of the national security system.

In 1998, President Clinton and House Speaker Newt Gingrich petitioned Congress to form a 14-member panel called the United States Commission on National Security/21st Century (USCNS/21), also known as the Hart-Rudman Commission, to make strategic recommendations on how the U.S. Government could ensure the nation’s security in the coming years. The independent panel, created by Congress, was tasked with conducting a comprehensive review of American security with the goal of designing a national security strategy.

The Commission’s report, “Road Map for National Security: Imperative for Change,” dated January 31, 2001, recommended the creation of a new independent National Homeland Security Agency (NHSA) with responsibility for planning, coordinating, and integrating various U.S. Government activities involved in homeland security. This agency would be built upon the Federal Emergency Management Agency (FEMA), with the Coast Guard, the Customs Service, and U.S. Border Patrol (now part of U.S. Customs and Border Protection (CBP) within the DHS) transferred into it. NHSA would assume responsibility for the safety of the American people as well as oversee the protection of critical infrastructure, including information technology. Obviously, the Commission’s recommendations were not heeded before 2001, but many of its findings would later be integrated into the justification and legislation behind the creation of the Department of Homeland Security (DHS).

Two other commissions were established to study the terrorist threat during these years: The Gilmore Commission and the Bremer Commission. The Gilmore Commission, also known as the Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction, produced a series of annual reports beginning in 1999 (with the final report released in 2003). Each of these reports presented a growing base of knowledge concerning the WMD risk faced by the United States, and a recommended course of action required to counter that risk.

The Bremer Commission, also known as the National Commission on Terrorism, addressed the issue of the international terrorist threat. The commission was mandated by Congress to evaluate the nation’s laws, policies, and practices for preventing terrorism, and for punishing those responsible for terrorist events. Its members drafted a report titled “Countering the Changing Threat of International Terrorism.” This report, issued in the year 2000, arrived at the following conclusions:

· International terrorism poses an increasingly dangerous and difficult threat to America
· Countering the growing danger of the terrorist threat requires significantly stepping up U.S. efforts
· Priority one is to prevent terrorist attacks. U.S. intelligence and law enforcement communities must use the full scope of their authority to collect intelligence regarding terrorist plans and methods
· U.S. policies must firmly target all states that support terrorists
· Private sources of financial and logistical support for terrorists must be subjected to the full force and sweep of U.S. and international laws
· A terrorist attack involving a biological agent, deadly chemicals, or nuclear or radiological material, even if it succeeds only partially, could profoundly affect the entire nation. The government must do more to prepare for such an event
· The President and Congress should reform the system for reviewing and funding departmental counterterrorism programs to ensure that the activities and programs of various agencies are part of a comprehensive plan

Each of these conclusions and recommendations would take on great new meaning in the aftermath of the September 11th attacks, and would guide many of the changes incorporated into the Homeland Security Act of 2002. However, in the absence of a greater recognition of a terrorist threat within the borders of the United States, no major programs were initiated to combat the growing risk.

Presidential Decision Directives 62 & 63

As these commissions were conducting their research, President Clinton was addressing other recognized and immediate needs through the passage of several Presidential Decision Directives (PDDs). Terrorist attacks continued to occur throughout the world, aimed at US Government, Military, and private interests. In 1996, terrorists carried out a suicide bombing at the US Military (Khobar Towers) barracks in Saudi Arabia, and in 1998, simultaneous bombings were carried out at the U.S. diplomatic missions in Kenya and Tanzania.

In May of 1998, President Clinton issued Presidential Decision Directive 62 (PDD-62): Combating Terrorism, which called for the establishment of the Office of the National Coordinator for Security, Infrastructure Protection and Counterterrorism. The directive’s primary goal was to create a new and more systematic approach to fighting the terrorist threat. PDD-62 reinforced the mission of many U.S. agencies involved in wide array of counterterrorism activities. The new National Coordinator was tasked with overseeing a broad variety of relevant policies and programs including counterterrorism, critical infrastructure protection, Weapons of Mass Destructions (WMD) preparedness and consequence management.

Soon after this directive, President Clinton issued Presidential Decision Directive 63 (PDD-63): Protecting America’s Critical Infrastructure. This directive tasked all of the departments of the Federal Government with assessing the vulnerabilities of their cyber and physical infrastructures, and to work to reduce their exposure to new and existing threats.

Attorney General’s Five-Year Interagency Counterterrorism and Technology Crime Plan

In December 1998, as mandated by Congress, the Department of Justice (DOJ), through the Federal Bureau of Investigation (FBI), began a coordinated project with other agencies to develop the Attorney General’s Five-Year Interagency Counterterrorism and Technology Crime Plan. The FBI emerged as the Federal Government's principal agency for responding to and investigating terrorism. Congress had intended the plan to serve as a baseline for the coordination of a national strategy and operational capabilities to combat terrorism. This plan represented a substantial interagency effort, including goals, objectives, performance indicators and recommended specific agency actions to help resolve interagency problems. It clearly did not, however, tear down the walls that prevented interagency sharing of information, as evidenced by the failures that resulted in the success of the 9/11 terrorists.

General Accounting Office (GAO) Findings

The Department of Justice (DOJ) asserted that the Attorney General’s Five-Year Interagency Counterterrorism and Technology Crime Plan, considered together with related PDDs as described above, represented a comprehensive national strategy to address the terrorist threat. However, after a thorough review, the General Accounting Office (GAO), Congress’s investigative arm, concluded that additional work remained, that would build upon the progress that the plan represented. The GAO contended that a comprehensive national security strategy was lacking.

In the GAO report GAO-01-55T: ‘Combating Terrorism: Comments on Counterterrorism Leadership and National Strategy,’ released March 27, 2001, it is stated that the DOJ plan did not have measurable outcomes and suggested, for example, it should include goals that improve state and local response capabilities. The report argued that without a clearly defined national strategy, the nation would continue to miss opportunities to focus and shape counterterrorism programs to meet the impending threat. It also made the criticism that the DOJ plan lacked a coherent framework to develop and evaluate budget requirements for combating terrorism since there was no signal focal point. The report claimed that no single entity was acting as the Federal Government’s top official accountable to both the President and Congress for the terrorism hazard, and that fragmentation existed in both coordination of domestic preparedness programs and in efforts to develop a national strategy.

The GAO released another report in early September of 2001 (GAO-01-822) entitled ‘Combating Terrorism: Selected Challenges and Related Recommendations,’ which it finalized in the last days before the terrorist attacks occurred in Washington and New York. The report stated that the Federal Government was ill-equipped and unprepared to counter a major terrorist attack, claiming also that from sharing intelligence to coordinating a response, the government had failed to put in place an effective critical infrastructure system. It further stated that,

“Federal efforts to develop a national strategy to combat terrorism...have progressed, but key challenges remain. The initial step toward developing a national strategy is to conduct a national threat and risk assessment...at the national level (agencies) have not completed assessments of the most likely weapon-of-mass destruction agents and other terrorist threats...”

To prevent terrorist attacks, the GAO recommended:

· A national strategy to combat terrorism and computer-based attacks
· Better protection for the nation's infrastructure
· A single focal point to oversee coordination of Federal programs
· Completing a threat assessment on likely WMD and other weapons that might be used by terrorists
· Revising the Attorney General’s Five-Year Interagency Counterterrorism and Technology Crime Plan to better serve as a national strategy
· Coordinating research and development to combat terrorism

In a later report regarding Homeland Security, (GAO-02-610) ‘Key Elements to Unify Efforts Are Underway but Uncertainty Remains,’ the GAO called for more of the same in terms of needing central leadership and an overarching strategy that identifies goals and objectives, priorities, measurable outcomes, and state and local government roles in combating terrorism since the efforts of more than 40 federal entities and numerous state and local governments were still fragmented. It also called for the term Homeland Security to be defined properly since to date it had not.

The attacks on the World Trade Center in New York City, and the Pentagon in Arlington, Virginia, could arguably be considered the first national disaster event, outside of wartime, in the history of the United States. It is the first disaster in this country that impacted all Americans, leaving all citizens and communities with an unrelenting sense of vulnerability. The economic consequences of these attacks, felt in all parts of our country and, in fact, around the world, make this disaster event truly global in scope.

The attacks involved the hijacking of 4 commercial airliners by 19 trained terrorists. Three of the four planes were flown into major American landmarks – the two World Trade Center Twin Towers, and the headquarters of the United States military. The fourth, whose target may never be conclusively known, was prevented from reaching its target by passengers on the plane that overpowered its four terrorist hijackers. Almost 3,000 people were killed, and billions of dollars in property damage resulted. The full economic impacts, which include everything from lost revenues to increased spending on terrorism preparedness, may never be known.

This was not a simple act, but one that required years of surveillance, funding, training, intelligence gathering, practice, and breaching of United States immigration law. There were many instances during this time, as were evidenced in the report of the National Commission on Terrorist Attacks Upon the United States (9/11 Commission) (created to investigate the causes of the 9/11 attacks and means to prevent similar attacks from occurring the future), where individual agencies involved in counter-terrorist activities recognized one or more of these activities. However, insufficient coordination between the agencies prevented the Federal Government system of preventing terrorist attacks from piecing together the larger picture of what exactly was occurring, and as such, the terrorists were ultimately successful in their mission.

U.S. border with Canada vulnerable to terrorists

WASHINGTON — Terrorists carrying radioactive materials could easily enter the United States from Canada undetected, government investigators said Thursday after they were able to cross the 5,000-mile border four times carrying a large, red duffel bag without being intercepted.

The crossings took place at unguarded and unmonitored sites in four northern-border states. The Government Accountability Office, Congress' investigative arm, did not disclose the sites.

"Our work shows that a determined cross-border violator would likely be able to bring radioactive materials or other contraband undetected into the United States by crossing the U.S.-Canada border at any of the locations we investigated," the report said.

Even though the northern border is more than twice as long as the U.S.-Mexico border, it has less than one-tenth as many agents patrolling it.

Lawmakers from northern states blamed the White House and the Department of Homeland Security for the lax security on the U.S.-Canada border.

"This report is just as unacceptable as it is shocking," said Sen. Patty Murray, D-Wash., who along with others have sought to secure more Border Patrol agents and high-tech surveillance and communications equipment for the northern border. "We simply cannot accept this level of vulnerability."

...The April 7 report, which Reuters and other news media obtained on Tuesday, said such fears were driving a resurgence in "recruitment and radicalization activity" by white supremacist groups, antigovernment extremists and militia movements. It did not identify any by name.

DHS had no specific information about pending violence and said threats had so far been "largely rhetorical."

But it warned that home foreclosures, unemployment and other consequences of the economic recession "could create a fertile recruiting environment for right-wing extremists."

"To the extent that these factors persist, right-wing extremism is likely to grow in strength," DHS said.

The report warned that military veterans returning from Iraq and Afghanistan with combat skills could be recruitment targets, especially those having trouble finding jobs or fitting back into civilian society.

The department "is concerned that right-wing extremists will attempt to recruit and radicalize returning veterans in order to boost their violent capabilities," the report said.

DHS spokeswoman Sara Kuban said on Tuesday the report was one of an ongoing series of threat assessments aimed at "a greater understanding of violent radicalization in the U.S."

A similar assessment of left-wing radicals completed in January was distributed to federal, state and local police agencies at that time.

"These assessments are done all the time, this is nothing unusual," Kuban said.

The Department of Homeland Security was formed in response to the September 11 attacks of 2001 and has focused largely on threats from Islamist extremists.

The report said domestic right-wing terrorist groups grew during the economic recession of the early 1990s but subsided as the economy improved.

Government scrutiny disrupted violent plots following the April 1995 bombing of a federal building in Oklahoma City by Army veteran Timothy McVeigh which killed 168 people.

...The report, which was first disclosed to the public by nationally syndicated radio host Roger Hedgecock, makes clear that the Homeland Security Department does not have "specific information that domestic rightwing terrorists are currently planning acts of violence."It warns that fringe organizations are gaining recruits, but it provides no numbers.

The report says extremist groups have used President Obama as a recruiting tool.

"Most statements by rightwing extremists have been rhetorical, expressing concerns about the election of the first African American president, but stopping short of calls for violent action," the report says. "In two instances in the run-up to the election, extremists appeared to be in the early planning stages of some threatening activity targeting the Democratic nominee, but law enforcement interceded."

When asked about this passage, Secret Service spokesman Ed Donovan said, "We are concerned about anybody who will try to harm or plan to harm any one of our protectees. We don't have the luxury to focus on one particular group at the exclusion of others."

Congressional debates about immigration and gun control also make extremist groups suspicious and give them a rallying cry, the report says.

"It is unclear if either bill will be passed into law; nonetheless, a correlation may exist between the potential passage of gun control legislation and increased hoarding of ammunition, weapons stockpiling, and paramilitary training activities among rightwing extremists," the report said.

The FBI was quoted Monday as saying that, since November, more than 7 million people have applied for criminal background checks in order to buy weapons.

The Homeland Security report added: "Over the past five years, various rightwing extremists, including militias and white supremacists, have adopted the immigration issue as a call to action, rallying point, and recruiting tool."

The report could signify a change in emphasis for Homeland Security under former Arizona Gov. Janet Napolitano. A German magazine quoted Ms. Napolitano as rebranding "terrorism" as "man-made disasters." Since its inception in 2003, the department has focused primarily on radicalization of Muslims and the prospect of homegrown Islamist terrorism.

In January, the same DHS office released a report titled "Leftwing extremists likely to increase use of cyber attacks over the coming decade."

These types of reports are published all the time. There have actually been some done on the other end of the spectrum, left-wing," Ms. Kuban said.

A similar headline was used in a report issued in January, Ms. Kuban said, although she could not provide the content of the headline.
Ms. Kuban said she did not know how long the new report had been in the making.

WASHINGTON – A newly unclassified Department of Homeland Security report warns against the possibility of violence by unnamed "right-wing extremists" concerned about illegal immigration, increasing federal power, restrictions on firearms, abortion and the loss of U.S. sovereignty and singles out returning war veterans as particular threats.

The report, titled "Right-wing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment," dated April 7, states that "threats from white supremacist and violent anti-government groups during 2009 have been largely rhetorical and have not indicated plans to carry out violent acts."

However, the document, first reported by talk-radio host and WND columnist Roger Hedgecock, goes on to suggest worsening economic woes, potential new legislative restrictions on firearms and "the return of military veterans facing significant challenges reintegrating into their communities could lead to the potential emergence of terrorist groups or lone wolf extremists capable of carrying out violent attacks."

The report from DHS' Office of Intelligence and Analysis defines right-wing extremism in the U.S. as "divided into those groups, movements and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups) and those that are mainly anti-government, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration."

"[T]he consequences of a prolonged economic downturn – including real estate foreclosures, unemployment and an inability to obtain credit – could create a fertile recruiting environment for right-wing extremists and even result in confrontations between such groups and government authorities similar to those in the past," the report says...

...Most notable is the report's focus on the impact of returning war veterans.

"Returning veterans possess combat skills and experience that are attractive to right-wing extremists," it says. "DHS/I&A is concerned that right-wing extremists will attempt to recruit and radicalize veterans in order to boost their violent capacities."

The report cites the April 4 shooting deaths of three police officers in Pittsburgh as an example of what may be coming, claiming the alleged gunman holds a racist ideology and believes in anti-government conspiracy theories about gun confiscations, citizen detention camps and "a Jewish-controlled 'one-world government.'"

It also suggests the election of an African-American president and the prospect of his policy changes "are proving to be a driving force for right-wing extremist recruitment and radicalization."

The report also mentions "'end times' prophecies could motivate extremist individuals and groups to stockpile food, ammunition and weapons. These teachings also have been linked with the radicalization of domestic extremist individuals and groups in the past, such as the violent Christian Identity organizations and extremist members of the militia movement."

"DHS/I&A assesses that right-wing extremist groups' frustration over a perceived lack of government action on illegal immigration has the potential to incite individuals or small groups toward violence," the report continues.

The report states the DHS will be working with state and local partners over the next several months to determine the levels of right-wing extremist activity in the U.S...

Sentences Commuted by Bush: Border Agents Ramos & Compean

In his final acts of clemency, President George W. Bush on Monday commuted the prison sentences of two former U.S. Border Patrol agents whose convictions for shooting a Mexican drug dealer ignited fierce debate about illegal immigration.
Bush's decision to commute the sentences of Ignacio Ramos and Jose Compean, who tried to cover up the shooting, was welcomed by both Republican and Democratic members of Congress. They had long argued that the agents were merely doing their jobs, defending the American border against criminals. They also maintained that the more than 10-year prison sentences the pair was given were too harsh.

Rancor over their convictions, sentencing and firings has simmered ever since the shooting occurred in 2005.

Ramos and Compean became a rallying point among conservatives and on talk shows where their supporters called them heroes. Nearly the entire bipartisan congressional delegation from Texas and other lawmakers from both sides of the political aisle pleaded with Bush to grant them clemency.

Bush didn't pardon the men for their crimes, but decided instead to commute their prison sentences because he believed they were excessive and that they had already suffered the loss of their jobs, freedom and reputations, a senior administration official said.

The action by the president, who believes the border agents received fair trials and that the verdicts were just, does not diminish the seriousness of their crimes, the official said.

Compean and Ramos, who have served about two years of their sentences, are expected to be released from prison within the next two months.

Dunham was three months shy of her 19th birthday when Obama was born. But subsequent acts of Congress relaxed the requirement to five years in the U.S., including just two years after the age of 14, meaning Dunham could have been 16 and still qualified even if Obama was born in another country, Volokh said. Congress made the law retroactive to 1952, doubly covering Obama.

Any legal challenge would have to argue that Congress can't make someone retroactively a citizen at birth, and prove Obama was born outside of the U.S. after all.

"This proof could include items such as his original birth certificate, showing the name of the hospital and the name and the signature of the doctor, all of his passports with immigration stamps, and verification from the governments where the candidate has resided, verifying that he did not, and does not, hold citizenship of these countries, and any other documents that certify an individual’s citizenship and/or qualification for office.

The "certificate of live birth" posted by the Obama campaign cannot be viewed as authoritative, the case alleges.

"Hawaii Revised Statute 338-178 allows registration of birth in Hawaii for a child that was born outside of Hawaii to parents who, for a year preceding the child’s birth, claimed Hawaii as their place of residence," the document said. "The only way to know where Senator Obama was actually born is to view Senator Obama's original birth certificate from 1961 that shows the name of the hospital and the name and signature of the doctor that delivered him."

The case also raises the circumstances of Obama's time during his youth in Indonesia, where he was listed as having Indonesian citizenship. Indonesia does not allow dual citizenship, raising the possibility of Obama's mother having given up his U.S. citizenship.

Any subsequent U.S. citizenship then, the case claims, would be "naturalized," not "natural-born."

I heard about an elementary school in New York that was renamed for Barack Obama.

You may have heard about the plans to designate Nov. 4 as Barack Obama Day.

But, so far, at least, I have not heard of any plans for so much as a plaque to be installed in the hospital in which the next president was born.

Do you know why?

Because the location of the hospital in which Barack Obama was born is something of a state secret.

It is information the American people should know, because it would be revealed on his birth certificate – if only we could see it.

The story, as told in Obama's ghostwritten autobiography, "Dreams of My Father," is that he was born in Hawaii Aug. 4, 1961. Yet, the only alleged birth certificate released by the Obama campaign lacks the significant details normally associated with such a document – like specifically where he was born...

We have to wonder, what if the original birth certificate doesn't contain that Medical Center, Queens', as the hospital of his birth - So what. What if another hospital is listed for some reason unknown to anybody. Even if such were the case, it wouldn't be proof Obama was not born in Honolulu County as recorded on documentation Obama has already provided.

There is simply nothing. No resource whatsoever.

We can tell you if we submitted anthing like these two articles with those statements and did not provide a resource other than the same two articles back and forth we would be laughed out of the writing and journalism business.

Over at What Really Happened, though we rarely visit, the site came up in a search, WRH comments on part of the Corsi article, the part where the Governor Lingle reportedly, according to Corsi, indicated Obama's birth certificate had been 'sealed.'

Are There Two Obama Birth Certificates?

In Kenya, where Obama's father is from, a second birth certificate for Obama was issued and registered with Kenya's government. This is a custom in Kenya, when a baby is born to a Kenyan citizen overseas: that birth is recorded in Kenya in addition to the United States, or wherever. The blogs have been buzzing with the fact that GOP operatives have been to Kenya researching Obama's past, and Obama's father and other family in Kenya, and it appears they have obtained a copy of Obama's Kenyan birth certificate.

The reason this is interesting is something no one has caught yet.

In some foreign countries, a baby's religion is written on the birth certificate, particularly in countries with multiple religions. If Kenya is a country that requires this note on a birth certificate, and if Obama's father had "Muslim" written on his birth certificate, then Obama has a lot of explaining to do.

Was not born in Kenya, but oh my goodness a different religion than what he now clasps as his own - Christianity - was put down as his religion possibly on a Kenyan document because his father was Muslim, or whatever, at the time of his birth, a birth which now it has to be acknowledged occurred not in Kenya, but in Honolulu?

What does Obama II have to explain? His Kenyan heritage? Kenyan tradition? No knowledge of who put what down as information about his birth until he reached an age where he could obtain such information if needed for oh say a 'passport?'

No wonder hackers hacked non-public records to obtain such information just around the time Hillary Clinton was facing the fight of her life to grasp at retaining what she once believed was in the bank for her.

We're also struck with the argument the certificate Obama produced back in June is false information because the form uses the term African for the description of the race of Obama's father rather than Negro (which it is argued would have been the prevailing legal description of the race of a black person).

Pick up the Time article noted below and read Dunham introduced Sr. as an African student, attending the same University Ann was attending.

But when people called Hawaii a "melting pot" in the early 1960s, they meant a place where white people blended with Asians. At the time, 19% of white women in Hawaii married Chinese men, and that was considered radical by the rest of the nation. Black people made up less than 1% of the state's population. And while interracial marriage was legal there, it was banned in half the other states.

When Ann told her parents about the African student at school, they invited him over for dinner. Her father didn't notice when his daughter reached out to hold the man's hand, according to Obama's book. Her mother thought it best not to cause a scene.

Seriously now, an underage pregnant woman who's hestitant to tell her family she's about to get married 3-months into a pregnancy, determines it's in the best interests of herself and her child to leave the family in the last month of the pregnancy she could deliver prematurely which is common among young pregnant women at the time, and she travels with her husband to the country Kenya with him at that time. He goes for this? Knowing he has a wife under Kenyan law? Maybe the two will meet and Ann can get some pointers from Kenyan mothers on how to deliver a premature child without easy access to a University Hospital?

Right. Logically, it doesn't make sense, and to date Corsi and others have provided no evidence the couple travelled outside the United States in the last month or so of the pregnancy.

HONOLULU – Even though Hawaii officials now claim to have verified the authenticity of Sen. Barack Obama's birth certificate – in hopes of ending widespread speculation and even multiple lawsuits challenging the Democrat candidate's constitutional qualification to be president – it turns out there is still reason for serious questioning.

In fact, there is considerable evidence that Obama was born in Kenya, not in Hawaii as the candidate and his campaign have maintained.

As WND reported from Honolulu last week, Gov. Linda Lingle instructed the Hawaii Department of Health to make sure no one in the press obtains access to Obama's original birth certificate. Lingle's letter to WND made clear that the original doctor-generated and hospital-released birth certificate on file with the state's health department would be released to the press if Obama so requested – but to date the candidate has made no such request.

The governor's communication with WND also left ambiguous whether the Obama birth certificate on file with the Department of Health was originally generated by a Hawaii doctor after giving birth to Obama in Hawaii, or generated in Kenya and subsequently registered by the Obama family in Hawaii.

On April 5, WND conducted a telephone interview from New Jersey to Kenya with Sayid Obama, brother of Barack Obama senior and the uncle of Sen. Barack Obama. The interview is reported in the book "The Obama Nation: Leftist Politics and the Cult of Personality" on pages 21-25, 26-28, 29, 30, 34 and 103.

In the interview, Sayid acknowledged he was not sure whether his brother, Barack Obama senior, practiced Islam or whether Barack Obama junior was born in Kenya or in Hawaii.

He did remember distinctly that Obama junior had visited Africa in 1987, then a second time in 1992 when Obama junior traveled to Kenya with his wife-to-be Michelle; and a third time, as a U.S. senator, when Obama returned with Michelle in 2006.

Sayid acknowledged that his father (Sen. Obama's grandfather) was wealthy in the Luo tribe, a practicing Muslim who traveled the world with the British, and insisted that Barack Obama senior attend school and was quite intelligent in school.

WND had scheduled a second telephone interview for April 25 with Auma Obama, Sen. Barack Obama's sister in Kenya, but Auma canceled the interview and apologized to WND after Sen. Obama's campaign forbade her or any other of the Obama family to conduct any further interviews with WND, following the interview with Sayid Obama.

The issue of the authenticity of Obama's original birth certificate is further muddied by communications from Sen. Obama's half-sister, Maya Soetoro, who has claimed Obama was born in two different Hawaii hospitals.

In a November 2004 interview with the Rainbow Newsletter, Maya told reporters her half-brother Sen. Barack Obama was born on Aug. 4, 1961, at Queens Medical Center in Honolulu; then in February 2008, Maya told reporters for the Honolulu Star-Bulletin that Obama was at the Kapiolani Medical Center for Women and Children.

The raised seal and authoritative signature needed to validate the document cannot be seen on the scan. The Obama campaign was unwilling to release the original document to the court when Mr. Berg filed suit in August, choosing instead to argue against Mr. Berg's standing.

Others in addition to Berg have used this same claim that Obama's mother, Stanley Ann Dunham was not a citizen at the time of Obama's birth date because from their assessments a law at the time would have precluded her being a citizen because she had not what resided in the U.S. for ten years, five of those over the age of 14?

...The forensic computer investigators interviewed by the news publication concluded there are two obvious possibilities for the birth certificate image: A real certificate was scanned and digitally edited or a real certificate was scanned for the graphic layout, then blanked by soaking the document in solvent to remove the toner.

The certificate was published by the Daily Kos June 12 following initial reports questioning Obama's place of birth. He's stated he was born in Hawaii, but if that was not the case, his citizenship could be uncertain, since his father was not a citizen and his mother was not old enough to pass along American citizenship automatically.

The issue originally was raised by Jim Geraghty, reporting on the Campaign Spot, a National Review blog. He cited the "unlikely" possibility that Obama's 1961 birth was not within the U.S.

At the time, he wrote, "If Obama were born outside the United States, one could argue that he would not meet the legal definition of natural-born citizen … because U.S. law at the time of his birth required his natural-born parent (his mother) to have resided in the United States for 10 years, at least [f]ive of which had to be after the age of 16.'"

He then pointed out Ann Dunham, Obama's mother, was 18 when Obama was born, "so she wouldn't have met the requirement of five years after the age of 16."

As for the other implicated one of two potential analysts who Israel Insider reports

Then, when Obama was almost 1, his father left for Harvard to get a Ph.D. in economics. He had also been accepted to the New School in New York City, with a more generous scholarship that would have allowed his family to join him. But he decided to go to Harvard. "How can I refuse the best education?" he told Ann, according to Obama's book.

Obama's father had an agenda: to return to his home country and help reinvent Kenya. He wanted to take his new family with him. But he also had a wife from a previous marriage there—a marriage that may or may not have been legal. In the end, Ann decided not to follow him. "She was under no illusions," says Abercrombie. "He was a man of his time, from a very patriarchal society." Ann filed for divorce in Honolulu in January 1964, citing "grievous mental suffering"—the reason given in most divorces at the time. Obama Sr. signed for the papers in Cambridge, Mass., and did not contest the divorce.

Thousands of people are jumping aboard a petition that demands documentation of President-elect Barack Obama's eligibility to hold the highest office in the U.S., not just assurances from party officials.

Already more than 90,000 petitioners have joined the effort coordinated by WND founder and editor Joseph Farah.

A report accompanying Farah's petition explains the many questions raised about Obama's eligibility, from an apparently fabricated "Certification of Live Birth" posted online to questions about what nation's passport he used during to travel to Pakistan.

As WND reported, one case is scheduled for a conference among U.S. Supreme Court justices Dec. 5.

Bloggers are raising questions about Illinois Sen. Barack Obama's qualifications to be U.S. president, because of the secrecy over his birth certificate and the requirement presidents be "natural-born" U.S. citizens.

Jim Geraghty, reporting on the Campaign Spot, a National Review blog, cited the "unlikely" but still circulating rumor that Obama was born not within the United States, but elsewhere, possibly Kenya.

Geraghty defined the concerns most clearly, stating: "If Obama were born outside the United States, one could argue that he would not meet the legal definition of natural-born citizen … because U.S. law at the time of his birth required his natural-born parent (his mother) to have resided in the United States for '10 years, at least [f]ive of which had to be after the age of 16.'"

He then points out Ann Dunham, Obama's mother, was 18 when Obama was born "so she wouldn't have met the requirement of five years after the age of 16."

Geraghty continues: " (Interestingly, apparently there isn't much paperwork on Obama's parents' marriage. 'Obama: From Promise to Power,' page. 27: 'Obama later confessed that he never searched for the government documents on the marriage, although Madelyn (Obama's maternal grandmother) insisted they were legally married.' Also note that Obama's father apparently was not legally divorced from his first wife back in Kenya at the time, a point of contention that ultimately led to their separation.)"

The reports released to date show Obama was born in Honolulu to Barack Hussein Obama Sr., of Nyangoma-Kogelo, Kenya, and Ann Dunham, of Wichita, Kan.

According to FindLaw.com, which is cited by Geraghty, the requirements that were in force from Dec. 24, 1952 to Nov. 13, 1986, encompassing the time of Obama's birth, state, "If only one parent was a U.S. citizen at the time of your birth, that parent must have resided in the United States for at least 10 years, at least five of which had to be after the age of 16."

Obama's father, a student sent to the United States from Africa, lived several places in the United States while attending class. He then returned to his homeland. Obama's mother later married another man and moved to Indonesia.

Geraghty said the Obama campaign could "debunk" the rumors about his birth simply by releasing a copy of his birth certificate, but the campaign has so far chosen not to do that.

"The campaign cited the birth certificate in their 'Fact Check' on William Ayers, so presumably, someone in the campaign has access to it," he said.

Hawaii doesn't make public information from birth certificates.

Well, all the birth certificate really shows is that he was born in Hawaii. It still doesn’t settle the natural born citizen problem, unless of course the new laws were retroactive. Anyone know if they were indeed retroactive?

Obama’s birth in Hawaii at a time when it was a state means that he is definitely a natural born citizen.

The section of law dealing with citizenship of parents and the length of their residency in the United States is that which deals with citizenship acquired by those born abroad to US citizen parents. This section is non-applicable to anyone born in the United States and subject to its jurisdiction (meaning that they are not born into a diplomatic family that has immunity from the law), as those individuals acquire citizenship under the 14th Amendment to the Constitution. Had the law been written so as to deny citizenship being granted at the moment of birth to those in Obama’s situation, then the statute would have violated the 14th Amendment to the US Constitution.

Therefore, Sam’s question of retroactivity is missing the point altogether because those citing the law are either basing their argument on a false allegation that Obama was born outside the United States or ignorance of both the nature of the statute that they are citing and the 14th Amendment.

Now, can we please act like adults and discuss the issues?

...Until Mr. Blagojevich came along, however, the best the blogosphere could fabricate was a ludicrous conspiracy that Mr. Obama is not a "natural born" citizen, and therefore constitutionally prohibited from assuming the presidency.

Why? Because his father was Kenyan. Or Mr. Obama allegedly renounced his citizenship while living in Indonesia. Or he was born in Africa, and his birth certificate is a forgery. Take your pick.

Various individuals have launched lawsuits in search of a judge who will issue an injunction before the inaugural, thus far without success.

No wonder the Republicans leapt on the Blagojevich scandal, despite the lack of any tangible connection to the incoming president. Come on, they're dying here.
